4. I do not feel at this stage competent to suggest

the terms which should be offered to such an officer. It

is understood that experienced men of the kind required

normally receive high salaries and I should prefer to leave

in your hands the question of the emoluments to be offered.

I have little doubt that members of Finance Committee

would be prepared to accept any reasonable proposal in

regard to this temporary appointment.
