Sir Alexander Grantham returned to me yesterday the attached original enclosures to Hong Kong despatch No.145 which I had sent him with copies of other correspondence relating to the constitutional changes.

He made only one comment on the

correspondence and that was that he was definitely of the opinion that it would be most unwise to make any public reference to the proportion of Chinese and non-Chinese seats on the Council being subject to revision in the future.

Sir Alexander Grantham said that he would like to have a copy of the Governor's reply to our latest savingram, and I promised to let him have this when it came in.
