Municipal Council can be decided when the final stages
have been reached in the drafting of the requisite legislationa (*) Punations of the ineriainal Council (paragraph 31).
I agree with the recommendations in paragraphs 31 and 32 of Sir Mark Young's despatch Na, 143 regarding the
functions to be discharged by the tunicipal Council, but I am of the opinion that certain matters such as Town Planning, Education and Social Welfare, although falling
within the defined functions of the Hunicipal Council. must continue to be subject to general policy control by
the Central Government, Much care will need to be exergised
in defining the exact functions and responsibilities to be undertaken by the Municipal Council: in particular the expression "public Works" is very wide and will need aloser
definitions
(r) Appointment of a commission to report on the measures PROSESSIY for the delegation of functions to the wmnicipal
sary Council (paragraph 33) I agree thét a Comission should be
appointed under the Comisioners Powers Ordinance, 1886, to institute and conduct an enquiry and to report on the measures necessary to effect the delegation of fumatioma to the Kunicipal Council. I further agree with sir Kerk young's view that the appointment of the Comission should be deferred until the kunicipal Council has been constituted and Councillors have bean elected and appointed, so that the Commission may include
Counaillors amongst its members.
I would sugest that the Comission should be asked to report, inter alia, on the steps to be taken to avoid wasteful ́duplication of services in the administratia of the
Colony's urban and rural areas.
1 should wish to be consulted on the Comission's
recommendations before any decisäl
are taken
