Constitutional Changes in Hong Kong

Many thanks for your letter No.

1.F.16/018 of the 11th June. We were most

grateful to you for your prompt reply.

Certain modifications have been made to

the draft despatch as a result of its

submission to my Secretary of State, but I

don't think any of them affect the Treasury.

I am enclosing a copy of the final draft,

which we propose to show to Sir Mark Young,

is sent off officially. I have, indicated in
