Sir Mark Young was we know anxious that this matter might be finalised and the correspondence published before he left Hong Kong as he is due to do in about three weeks' time. But even if the attached draft were converted to a telegram we could hardly hope to get his reply back, a despatch from you out to the Colony, and arrangements for local publication, completed within the short time now remaining to him. The matter is too important to be rushed even to meet Sir Mark Young's reasonable wishes, and if you approve of the present draft he must therefore be told by telegram that further examination here in consultation with other Departments has involved so many further references to him (which are being made by saving telegram) that any idea of publication of the correspondence before he leaves the Colony must to your regret be abandoned.
