With reference to Charles' letter I.F.16/018 of the 27th June, I am now sending you the enclosed copy of the Secretary of State's despatch to Hong Kong No. 222 of the 3rd July, which leaves by tomorrow's air mail.

We made one furth r last minute change to paragraph 3(g) hbt it was obviously not necessary to trouble you with this alteration before the despatch was sent off.
