Constitutional changes.
I wonder if you would care to drop in one day in the near future for a talk with me about the suggestions of the China Association contained in your official letter to the Colonial Office of the 28th April? We have now completed our detailed examination of Sir Mark Young's original proposals, and have had an opportunity of further discussions with him since his return. An official despatch from the Secretary of State is now on its way to MacDougall, and I think you might care to know the latest developments.
I shall be going on leave on the 12th July, but if you can manage a discussion before then I should be delighted to see you. Perhaps you would care to give me a ring to fix a convenient time?
