The intention is that Young's despatch of 22nd October 1946 together with the Secret ly of State's despatch No.222 of 3rd July in reply, should be published in Hong Kong. We do not propose publishing them in printed form here, but as soon as we know the date on which they are to be published in Hong Kong we propose to arrange for copies of both despatches to be placed in the Library of the House of Commons on the same day, and for a suitable Parliamentary Question and Answer drawing attention to them. We shall also be asking Information - Department to arrange suitable publicity in this
country.
I will let you know the date on which the two despatches are to be published in Hong Kong as soon as we hear it. If there is any further information you wish to have on this question, or on any points of detail, please let me know.
