the point mentioned in the third paragraph of Mr. Helsby's letter and see that in all these arrangements provision is made to ensure the necessary degree of control over the finances of the Municipality and other matters which may involve finance whilst the Colony is under Treasury control. In the case of question (c), we must also consider whether anything should be done to provide additional staff to carry out these arrangements, which will, I think, involve a lot of work as they will include the preparation of electoral registers, demarkation election wards, etc., so that the existing staff will not be unduly distracted from the urgent problems of rehabilitation and development.
There are also the other points raised in Mr. Helsby's letter to me of the 3rd March which should be dealt with when we consult the Treasury on the terms of the further telegram to the Governor.
