Thank you for your letter of the
10th July about the proposed constitutional
changes in Hong Kong. I am very glad you did
not hesitate to write to me on the subject.
As you know, it has been our concern
throughout to seek the views and advice of
Combine
all who, like yourself, have real knowledge
and experience of conditions in the East
and a true interest in the fortunes of
Hong Kong
The three points mentioned in your
letter are substantially those which were
reported to me after the discussion which
Mr. Mitchell had recently in the Colonial
Office. With my advisers, I have again
given careful and earnest thought to those
matters in the light of the views expressed
by yourself and Mr. Mitchell, but the
conclusion I have reached is that, in the
spirit of our declared intention of giving
to the inhabitants of the Colony a fuller
and more responsible share in the management
of their own affairs, I must adhere to the
recommendations
