This would not of course preclude exchanges of information, such as that recorded in your letter, on the attitude of the Chinese authorities regarding our respective colonies, and indeed we think that such exchanges might be encouraged as providing useful data in helping His Majesty's Government to formulate their policy in regard to Hong Kong.
On the latter point, I should let you know that it has now been decided not to pursue for the time being, and until we can see more clearly what is going to happen in China, the proposal to seek from Ministers a decision on future policy in regard to Hong Kong.
I gather from the final paragraph of your letter that this is in line with your own views.
