(ii) There was a report in the Chinese Press that a secret telegram had been sent by the Generalissimo to Canton instructing the Kwangtung Provincial Assembly and the Canton Press to desist from agitating for the return of Macao to China on the ground that the movement was untimely. The Chinese in Hong Kong have inferred from this that China was not likely to demand the rendition of Hong Kong in the near future.

A day or two afterwards, it was reported in the evening edition of the "Wah Kiu Yat Po" that Dr. Sun Fo, when questioned by reporters in Canton regarding the question of returning Hong Kong to China, replied to the effect that at the Cairo Conference the question was raised by the Generalissimo, but the demand was opposed by Mr. Winston Churchill, and that, in order to preserve harmony, the question was deferred, though President Roosevelt was sympathetic to China. Since then both China and Britain have been too preoccupied to discuss this question, and Dr. Sun was of the opinion that the time was still inopportune to raise it now.
