On the question of policy, I should still prefer to wait until I have had a talk with General Marshall before considering a possible reference to the Cabinet for a decision. This seems all the more important in view of recent developments in China, and the grave deterior- ation in the situation which has taken place there. The position in which the Chinese Government now find themselves would, moreover, cause a statement about Hong Kong to seem gratuitously provocative to the Chinese at a time when they are in no position to do anything about it.
I hope therefore that in all these circumstances you will agree not to press for a decision at present.
