The delay in the decision about the University which is doubtless one of the matters which you had in mind, has, of course, been a disappointment, but even as regards that, I have been glad of the indication that if the ultimate decision is unfavour- able, it will not necessarily mean the winding up of the University, as the Committee recommended.

Another major matter in which I have of course wanted to see as much progress made as possible is the question of the change in the Constitution and the establishment of the Municipal Council. I still hope that I may see this advancing one stage further before I go.

The third big question in the same category is that of the 'future of Hong Kong'. I have hoped, indeed we have all hoped, that by now a clear state- ment of the intentions of H.M.G. with regard to Hong Kong's future status would have been made, but I can appreciate what the difficulties are and I still look forward to hearing before long that the much-needed word has been said.
