We had a word about this. I am still not happy about including a paragraph as at No.85 in the draft paper. The trouble as I see it is that such a paragraph would commit us to the doctrine that we can make no progress regarding the airfield unless there is an absolute assurance of continued control over the new airport whatever may be the outcome of more general negotiations with the Chinese Government regarding the future of the New Territories. Quite frankly, it seems to me that that is an assurance which we are most unlikely to get
