On General Chang Fa Kwei returning from Nanking towards

the middle of June, 1946, a delegation from Your Petitioner's

newspaper was sent to interview him. After placing the facts

before him and after presenting the said petition to him, he

evinced sympathy towards Your Petitioner pointing out that it was

not his intention to include Your Petitioner's name in the Second

List of Traitors which had been published prematurely during

his absence in Nanking. An amicable arrangement was arrived at

with General Chang Fa Kwei as follows :

General Chang Fa Kwei's representative, Mr. Wong Hau-

cheung (Publisher of the Chung Ching Yat Po in Canton)

was to be accepted as nominal publisher of the Wah Kiu

Yat Po at a substantial salary.

The property and management of the paper was to be

retained in Status Quo.

(c) The order for arrest of Your Petitioner would be

suspended.

(a)

Names of other members of the Wah Kiu Yat Po staff

were to be excluded from any further list of Traitors.

Thereupon, the newspaper attacks, both in Hong Kong and

Canton, on Your Petitioner and Your Petitioner's paper ceased.

33. From this date onwards, the said Mr. Wong Hau Cheung

gradually increased and added members of his own choosing to

the editorial staff of Your Petitioner's paper thereby

increasing substantially the monthly salary payments to these

"representatives" and also with the obvious policy of gradual

infiltration into the editorial staff and the gradual obtaining

of control of the newspaper's policy. Though these new members
