Sir,

I have the honour to refer to my secret despatch

of 7th October, 1946, to your telegram No.1076 of 16th October and

my telegram No.1315 of 20th October in reply, and to transmit a

further letter (with enclosure) dated 14th October from Mr. M.A. da

Silva, Solicitor.

The enclosure to Mr. da Silva's letter purports to

be a copy of a letter addressed to the Editor of the Wah Kiu Yat Po

newspaper by a Mr. J.H. Keeble of 16, Niagara Street, Pontypridd,

Wales. It appears that Mr. Keeble was a prisoner-of-war in Hong

Kong during the Japanese occupation, but at present I have no

further information about him, though enquiries are being made.

There is nothing further to report in connection

with the application made by the Chinese Authorities for the

surrender of Mr. Shum Wai Yau under the Chinese Collaborators

(Surrender) Ordinance. Although, as stated in paragraph 2 of my

despatch referred to above, I have signed a warrant for his arrest,

the Police have so far failed to locate him and it is possible that

he is no longer in the Colony. In any case I confirm that I will

defer a final decision in respect of the application for Mr. Shum's

surrender until you have considered the petition.
