I have, etc., to acknowledge receipt of your
confidential despatch of the 28th November forwarding a
memorandum of the activities of the Chinese Kuomintang in
Hong Kong since the re-occupation. I have been greatly
interested in Mr.Megarry's account of the position which
this organization holds in Hong Kong.
2. In view of the disturbing situation revealed you will,
no doubt, and as soon as possible submit your views on
the suggestion put forward in paragraph 18 of Mr. Megarry's
memorandum that the Central Government of China should
be prevailed upon to post to the headship of the
Kuomintang branch in Hong Kong a person who would work
in a proper relation of subordination to the diplomatic
3 representative of the Chinese Government. I should
be glad to know whether you have any other steps to
suggest for the
