Reported statement by a Hong Kong Government
spokesman" regarding Chinese rights in Kowloon has
caused sharp press reaction here, and I understand that
the Ministry of Foreign Affairs is about to issue state-
ment backing up the attitude taken up by T.W. Kwok. Latter is stated by Central News to have protested to
you.
2. I have not been officially informed by the
Ministry of Foreign Affairs and have told the Pressmen
that I have no comment to make: but I had better
perhaps be given background reasons why this spokesman
adverted to this subject.
