Our Correspondent at Canton just learnt from a source concerned

that our Government is about to establish an administrative organ in

ascertained that when the treaty was signed between the Chinese and

British Governments respecting Kowloon it was provided that the terri- tory enclosed by the Kowloon City walls would remain in the possession

of our nation. For a number of years all rights and benefits within

the enclosure of the City walls remain the possession of our nation. Owing to a number of problems (regarding its attention) our Government has not done anything towards the improvement of the only portion of

land left at its disposal. Recently Lam Hap Tsze, Magistrate of Po On District, was of the opinion that Kowloon, prior to its lease to Great Britain, was originally under the jurisdiction of Po On District, and

that Kowloon City being still part of Chinese territory should be

placed under the jurisdiction of Po On District. He made a report on

this to both the Provincial Government of Kwangtung and the Office of

the Special Commissioner of Two Kwangs under the Ministry of Foreign

Affairs. In order to attach importance to the matter he also made a

report to the Ministry of Foreign Affairs. Now a reply from the

Ministry of Finance directs that management and control may be effected

according to rights and benefits so entitled. It is reported that the

District Goverment of Po On is planning to appoint a "Po Cheung"

(Head of a Po) in Kowloon City and to rebuild the whole area within

the city, so as to modernize it. The principal object of this move is reportedly to manifest the concern of the Government about its

sovereign rights
