In paragraph 1 of No.1,

Mr. N. L. Smith has suggested that the question of the New Territories "will presumably come up for early discussion" at the Far Eastern Commission at Washington. I understand that in fact such matters as thes are outside the scope of that Commission.

It has been expected however that in due course the Chinese Government itself will raise this matter withH. M. G. through the normal diplomatic channel and it was largely in anticipation of such an approach (and possibly even of the issue being raised of the retrocession of Hong Kong itself) that the paper of which I attach a
