I have had the extract opposite made from the minutes of a meeting of the Cabinet Committee on Food, the main file being in urgent circulation.

We all no doubt wish to advise the Secretary of State what steps are practicable to check the infiltration of Chinese into Hong Kong, in order to avoid increasing imports of rice and other foods.

I should have thought myself that for political reasons it was almost impossible to take any steps. I further more doubt whether, even if such steps were taken, it would decrease the demand for food supplies. The drain in Hong Kong through re-exports must, I imagine, be far greater than the drain due to consumption by Chinese temporary migrants.
