The creation of a Municipal Council in Hong Kong is now under close consideration and discussion. It is the view of the China Association that when the Council is formed, it should be given the fullest possible scope as, otherwise, it will be found that the best men will not be prepared to serve on it. Any attempt to pass over to this Council only. the minor or "dirty" work will be almost certain to lead to a poor quality of administration and thus inefficiency and graft. In fact, it is regarded as a matter where responsibility must be given if responsible worth while men are to be got.
