I am greatly impressed with the thoroughness

with which this complex matter has been

examined and the very competent manner in which

the arguments and conclusions have been

presented. I should be glad if you would

convey a suitable expression of my appreciation

to Mr. Hazelrigg for his share of this work.

Your proposals have been carefully studied

in the Department and if, after considering

questions raised below, you still consider

that they represent the right method of approach

I do not expect to have to comment on more than

a few points of detail.

3. Since last May, there have been two

developments which affect consideration of the

proposal to hand over to a Municipal Council

certain functions of internal administration.

These are:-

position to announce my approval of
