(d) Early attention to be given to the practicability of working out some arrangement whereby selected members of the Legislative Council could serve, by invitation, on Executive Council, and be associated with the affairs of particular Departments which they would handle in the Legislative Council and gradually assume some responsibility for Executive policy.
(e) Numbers of unofficial representatives and balance as between official members, elected unofficials and nominated unofficials to be subject to review and adjustment from time to time and the whole Constitution to be subject to review in, say, five years' time.
9. I consider that concurrently with the above changes, existing local Government arrangements in the Colony should be reviewed and if necessary revised with the object of associating the people in the most suitable way and to, the fullest extent that present conditions allow in the administration of matters which are appropriate for local government in Hong Kong and within the general policy of keeping the main constitutional advance to Central Government, In particular it would, I think, be very desirable for the functions and matters to be dealt with by local government, both urban and rural, to be clearly defined.
10. Some impatience has recently been expressed in certain quarters here at apparent lack of progress in formulation of proposals to give effect to my predecessor's statement of policy in the House of Commons on 1st May, I have pointed out, in reply, that your proposals were received at the beginning of November and that it is a noteworthy achievement that such detailed consideration has been effected in the first five months after restoration of civil government.
