Please see the attached extract of

a letter received from Mr. Hazelrigg.

I have heard nothing about & con-

stitutional reform in Hong Kong, but I

presume it is on the stocks and relates

to the Legislative Council, though the

fool

third sentence in the last paragraph seems

to suggest that he has Municipal reform

in mind. If the latter they will, of

course, have to draft their own Ordinance,

but if it is a new Constitution of the

Colony which has to be drafted I think

the work should be done by the legal

staff in this Office. During the last

year or two first drafts have been pre-

pared in the Colonies, e.g. the Gold

Coast and Ceylon, but now we have more

assistant legal advisers here who have

gained experience in this work, I do not

think there would be very much saving
