Governor should have power to nominate a few
members at his discretion not as representative
It
of communities or interests but as persons
concerned with the wellbeing of the colony
and possessing a special experience which
will be useful in discussion on public
affairs. The Council should have as many
officials as elected persons but an unofficial
majority secured by the members nominated by
the Governor. The instruments should be
drafted so as to permit of numbers and balance
to be adjusted from time to time and the
present arrangement regarded as reviewable in
five years.

Council should be invited to serve on the
Government Executive and should be associated
with the affairs of particular departments
of the Government, the affairs of which they
can handle in the Legislative Council and
gradually assume some responsibility in the
Executive. At this stage these unofficial
members should be in a minority though
again they can move as a result of periodic
revision and as experience grows to a
majority.
On the Legislative Council an unofficial member
should be elected to preside being nominated
by the Governor in the first session. There
might also be on the Legislative Council a
few advisory Committees where they can be
conveniently created for the study of certain
departmental affairs.
