(1) The number of Commissioners.
The number of Commissioners should not be less than thirty-two.
(2) Whether they should be elected or appointed or partly elected and partly
appointed.
No appointments should be made (with the exception of the resident). All Commissioners should be elected.
President.
The President, for the time being, should be appointed by the Governor from outside the body of elected Commissioners. The President need not necessarily be an M.C.S. mon.
(3) The qualifications, if any, for the office of Commissioner.
He must be a qualified Elector see 5).
(b) He must be able to read, write and speak the English language.
(4) If elected, the method of election.

Elections should come under two categories.
(a)

Elections by Committed through their recognised Associations (Chinese, indian, Malay, European, Eurasian, Jewish, Arab and Ceylonese) each Community receiving two seats making 16 seats in all. Election by registered voters in Districts.
If Singapore were to be divided into sixteen Districts each District to have onc epresentative on the Commission.
Rider. The number of Commissioners elected by Communal Associations should equal the number of Commissioners elected by Districts.
The qualifications of Electors.
(a) He or she must either be a British Subject or must be domiciled in
Singapore.
He or she must have attained the age of twenty-one.
(c) He or she must have had twelve months' residence in Singapore and six months' residence in the district (if a district voter) prior to the date on which the list of voters is made.
(6) Whether any particular classes or individuals should be under disability
in regard to taking office as Commissioner
Usual disqualifications.
(7) Whether there should be any alteration in the scope of the administration
either as to area or scope of duties.
The Colony of Singapore is small enough to be administered by one
Municipality. There is no reason for the continued existence of the Rural Board and the Singapore Improvement Trust.
(8) If such alteration is recommended, to make recommendations also as to
financial matters involved.
Necessary adjustments in taxation, etc., to be made.
(9) Any other matters which appear to the Committee to arise in connection
with any of the recommendations.
Commissioners should hold office for three years at the end of which
they should retire but be eligible for re-election.
