and these be sub-divided into wards as was done for purposes of A.R.P. during the War, The old A.R.P. Group Posts could be utilised for purposes of registering eligible voters.
And this brings us to the question of Qualifications for Voters We are strongly of the view the t every voter must be :- (i) A British subject.
ii) 21 and over years of age.
(iii) Must have had an uninterrupted residence in Singapore, or if a ward voter in the ward, for at least six months prior to the date of registration as a voter.
(iv) A Ratepayer either solely or jointly with another or others
and for the purposes of qualification a person is a ratepayer if he pays rates on landed property of the annual value of $180.00 for the previous half year OR if he is an occupier of a house or part of a house and pays rent of at least $15/- a month OR if he is a boarder and pays at least $60/- a month for board and lodging.
No person shall be a commissioner who is :--
Unable to speak, read and write the English language.
a roguler in His Majesty's Navy, Army or Air Force.
a regular minister of a religious body.
a convicted person, a bankrupt, an insane person or who is
incapacitated by disense.
(e) an alien or an infant.
(f) a Government or Municipal employee.
Candidates for election shall possess the qualifications specified
in 5 above and shall be disqualified by 6 above.

Minority interests must be protected.
Summarising in order of the terms of reference we recommend :- (1) The members of the Commission to be

(vii) Yes, the Rural Board can very well be done away with and the
whole of Singapore be under the Administration of the Municipality.
(viii) If insufficient Government should bear the finance.
