Area south of the Havelock Road New Bridge Road Upper Cross Street Cross Street line, south of the Stamfor Canal, i.e. from Teluk Ayer Basin up along Cross Street, Upper Cross Street, New Bridge Road, Havelock Road then along the Pasir Panjang Ward boundary line down to the sea.
Next the detailed provisions for registration of electors which had been drafted by the Chairman and circulated were considered at length. The following principles were generally agreed upon, namely :-
(1)
The onus of registration should be on the electors,
(2)
The electors need not apply for registration annually. registration is sufficient for any elector to remain on the Register until there is cause to make any change,
The initial

An elector may register in any word he chooses, provided he is qualified in that ward, but he can only have one vute.
The Chairman agreed to re-draft the detailed provisions to embody
more clearly the principles generally agreed upon.
The question of the Governor's power of nomination was deferred to the next meeting.
