To apply this general principle of expansion to any given area should be the duty of the new Commissioners. The meeting agreed to this view.

Discussing the provisions for the registration of Municipal electors, the meeting agreed that some such provisions should be included in the Report. Mr. Bartley said that the draft provisions which had been circulated imposed an unduly onerous duty on the Registrar, particularly section 7 which required - the Registrar to cause a house to house enquiry to be made for the purpose of preparing the Register of electors. He thought that the onus of registration

should reasonably be on the electors themselves, who should apply for registration. The Chairman pointed out that this provisions was obtained from the Representation of the People Act, 1918. However, he agreed to re- draft this provisions to suit the general feeling of the meeting and circulate it for consideration.

For want of time the questions of ward. boundaries, and the qualifications and disqualifications of electors were left over to the next meeting.
