the new Commissioners et some future time.
Discussing the disqualifications for holding office as Commissioner the Chairman drew the attention of the meeting to the disqualifications set out in the Municipal Ordinance and the relevent sections in the English law. The following was mentioned:-
No person shall be qualified to be or to continue to be a
Commissioner who:
a
(g)
(h)
is not of full ago,
is not of sound mind,
has been sentenced to imprisonment for any offence,
is or who becomes a bankrupt,
is or who becomes an alien,
is a Municipal or Government employee, except the Municipal President,
is disqualified for being elected to or being a member of the Singapore Municipal Connissioners under any law relating to corrupt or illegal practices,
without the written permission of the Governor, is concerned or interested in any contract or work made with or done for the Commissioners or who without such permission as aforesaid becomes so concerned or interested.
(i) is a member of the armed forces of the Crown on full pay or
active employment,
(j) is a regular minister of religion.
These suggestions would be circulated for consideration.
In regard to the qualifications for the office of Commissioner, the following was agreed upon:-
The candidate
must be of full age, and
must be able to speak, read and write English, and must be a British subject or British Protected subject, must have resided in Singapore for a total period of at least three years of which at least six months must be within the period of twelve months immediately prior to the date of his registration as a Municipal Voter, and
and
(e)
must be registered as a Municipal Voter.
In addition to these it was considered necessary that the cndidate should possess certain additional property qualifications.
