I dont think it would be workable without a head,

because Members of the Board here, and especially the

Chairman of the Board, supposing he is not a Government

Official, has not the leisure to give to details that a

Mayor at home has, or that even the Chairman of the

Public Works Committee at home baa. If I had difficult-

ies at home, and I was M. 0. K. I go straight to my ow
