Sanitary Department, in the passing of plans?

There are cases in which what might possibly be termed

unreasonable delays occur, but than it is due to very

special circunstanons affecting these plans.

Then, if there were special circumstances, the delay 20380

supposing the present system was continued, suggest any

way of lessening the delay in the passing of plans?

I cant offer any suggestion, no long as the present

system is adhered to. Alter the system and of course it

can be lessened.
