must not speak outside this room of anything that takes

place at this Meeting. Until we make our Report to His

Excellency, nothing that takes place here is public,

and in fact, though it is hardly necessary to sAY BO,

the Government has given me a latter to say that any

officer of the Government that does speak outside of

anything that transpires here, will be guilty of

insubordination and breach of confidence.
