I think that must be so, because you said very distinctly, half an hour ago, that in consequence of
the ordinance 23 of 1903, it was only a matter of
courtesy to consult us regarding finance. Just now, you
said you though that the Board had no power, because
they had no control of the finance. Dont you think that
the Board has been weakened because that destrol has
been taken away ?

Apparently they had, because they had the right to be consulted as to the estimates. Now, it is only by
courtesy or the pleasure of the President. I think there
is a very big difference.
Of course, if the right to be consulted is a power, I
grant you your contention.

We will say the Legislative Council, and
the community have the right to be consulted on the
estimates of the Goverment for the whole of the Colony,
because the estimates have to be rut before the
Legislative Council, and although it in quite true
there is an official majority, still the representatives
of the community have a very big say in the matter.
That must be admitted. If you take amy the right from the Unofficial Members, whe represent the community,
and the Government pana them themselves and publish
then in a newspaper, that seems to me to be on sal
fours. Dont you think as ?
