The year they were not submitted to the Sanitary Board,
1905/1906, was that by instructions of the Government
I could not say offhand. When I took over, I suppose I
was to blame if I didnt submit them to the Board.

Dr Atkinson was present. A Mosting was called. The
Sanitary Board were asked to pass the estimates, and I
objected. I said I was not prepared to pass estimates
involving expenditure of a qua ter of a million dollars
on five minutes notice, and I considered we should
have a week to consider them, and Dr Atkinson very
