a person such as Mr Osborne has called attention te, breaks a floor, the first notice is served on the owner, and the owner says to the Sanitary Board "that
when was a floor in perfect condition six months ago, that man entered into occupation, and I asked that a notice be sent to him, and that man summoned". In time, we shall then have property in a much better condition,
and when the Sanitary Inspector goes round, the tenant knows he has got to make good the damage that he makes.

Look how careless Chinese tenants are about property, that does not belong to them. I have known them quite recently take off the jalousies and use them for fire wood, and say they were blown away by the typhoon. And for the chopping of wood, you give them a stone to chop it on. But for some reason they wont use that stom They chop it on the cement flooring, and you get a notice to repair that with first class cement. The moment your back is turned, they are at it again, the hole is as bad as ever, and the Inspector comes
