Monday 19th November 1906, at 2.30 p.m.

The Honourable Mr E. A. Hewett, presided:-

The Commission proceeded to discuss various points, to

be embodied in the Report.

It was agreed:-

That the new Sanitary Board composed of official and

Unofficial Members must be entirely self contained,

the M. O. H., Executive Engineer and other officers to

be under the direct Orders of the Board. The principal

Officers to be the Medical Officer, Engineer, and

Secretary, ooequal in rank. All olerical work to be done

through the Secretary. All orders from the Board to be

passed to the various officers by the Secretary.

That the Board should appoint from the Kambers of the

Board the several select or Standing Committees, such as

Street■ Committee, Finance Committee, Complaints

Committee, and so on.

That the construction of the Board should be:-

The Principal Civil Medical Officer.

The Director of Public Works.

The Registrar General.

The Captain Superintendent of Police.

And six other Unofficial Members, two Xuropean and two

Chinese nominated by the Governor, and two European

elected.

That the President of the Board should not be the

Principal Civil Medical Officer, on account of his being

the Superior Officer of the Medical Officer of Health.

That it is understood that the Governor's nominees
