M. 0. to carry on a very considerable correspondence with the Goverment on matters very distinctly relating to the work of the Sanitary Department, and consequently matters of which the Sanitary Board are supposed to have cégnisance, and yet nobody outside himself and the Goverment know anything about it ?
If it relates to the donduct of the Department, the work of the Sanitary Department, the P. C. M. 0. is the head of it.
