I can tell you the reason given by Dr Clark was that if

the date was put in, news might get abroad that a

certain house would be visited on a certain date, and

it would consequently not be overcrowded on that date,

and the only thing to keep it quiet was not to date

these notices. But it appeared from evidence given to

us that when an Inspector had an idea that a house was

habitually overcrowded, he had sent a requisition up to

the office by a locked box, which was opened by a clerk.

The papers were taken out by that olerk, and if he

liked to sell the information, he could. We suggested

to Dr Clark to get over that difficulty, it might be

better that the Inspector should merely fill in his own

book and send it in under sealed cover to the I. 0. M.

and there would be no chance of the clark or anyone

else seeing it, or knowing anything shout it, besides

the Inspector himself and the M. 0. H. Dont you think
