It is work carried on by one Body at home. You have a Borough or Municipal Council, and they have their M. O. H. and Borough Engineer, and their Secretary, and these three officials between them administer prantically the whole of the Sanitary and Building Departments in a big city at home, exactly as that work is administered by this Aot.

My idea is: It would te very much better if we followed more closely the system in big cities at home, where everything is worked by one Department, hut you should have in your Department qualified officers. Dont you think it would facilitate matters ?
