dont think it would be advisable for the Secretary to

Yes, I think so. I think it is not advisable for the Secretary to know certain differences between the

Government and the Board, concerning the definition of

bartain meations of the Ordinance, the legal bearing.

It is more outside. I should think that the Attorney

General's ruling should be conveyed to the President

direct, and not through the Secretary.
