apply. The test of it would be, are they in the village rate book.

Probably that would be the test of it. That is principally what has governed us hitherto, that we onl provide for scavenging for the City, and the ill District, and larger villages, and that those Bye Laws are meant to relate to Number 1.

But supposing the Sanitary Department liked to apply it

to a village in Chingwan, they could apply it ?

I should say it is a moot point. Personally, I should not apply it myself.

16.182

I put it to you as a practical man, dont you think that clauses 3 and 8 are absolutely absurd as applied to a Chinese Farm?

If it is sufficiently far away from dwellings. Say 100 yards away ?

16.183

My main objection, as I told the Board before, to the

use of human nightsoil, is the fact that they will use

it fresh. They make an emulsion of sewage water, and

put it over the vegetables. If they put it in a pit,

let it ferment, make mould of it, and then apply it to the

the ground, then there would be no danger at all.

Do you consider clause 3 at all workable ?

A.

They are not workable in Rural Districts.

Are they not absolutely piffle or nonsense, for the 16,185

very reason what under section 8 the ganitary Board can make them take away their cattle and horse dung from that farm, and put it in conservancy boats? It is not workable in Rural Districts.
