for me to warn you, because so far as I know it is imperative that the public should not know anything we

have done. The matter we are engaged on is not a very

pleasant one. It is the second part of our Commission,

which relates to rumours with regard to irregularities,

with regard to certain members of the Department, and unfortunately so far as we have gone, we have found one or two canes where we think irregularities have taken place. Now, one point I want to know is have you you ever heard anything in connection with the firm of Kan Hing,

who are the small stores contractors to the Sanitary Department, and if so, have you ever heard it suggested

in any way that Lo Man Kai, late Chinese Senior clerk,

was connected with that firm ?

Yes, I have heard that rumoured. It was circulated in

the Sanitary Department. I suppose I heard it first about

two months ago.
