Augustus Omimichael Small, sworn, and cautioned:-
We are sitting in camera, and nothing is to be said of what takes place in this room, until we have made our report to His Excellency. I have a letter from the Government stating that if any official of the Government is found speaking of what has taken place,
it will be treated as a matter of breach of discipline,
It is necessary for me to warn you therefore about that. You are under oath, and it is your duty as a Government servant to give the Commission anything that lies in your power with regard to the evidence you have to give, as to whether it is possible to make the working of the Building Ordinance easier for the public, and also for the members of the Sanitary Department, and also any i rregularities that may have taken place on the part of the members of the Sanitary Department, and the public, with regard to the working of the Ordinance. If we are satisfied, when you are finished your evidence, and I am quite sure you will give us the satisfaction we expect, that you have told us the truth, we will give you a letter of indemnification; so that what you say
here is privileged.
