APPENDIX (A 2).
Section 10.-Law 27, 1885.
10. WHEN any Volunteer Corps is on actual military service, or whenever the members of any
such corps or Volunteers are voluntarily doing any military duty, the Governor may put the members of such corps and all Volunteers under the command of any Officer of Her Majesty's Army, not under the rank of Colonel, as the Senior Officer commanding Her Majesty's Forces in Natal may designate or nominate in that behalf, but so, nevertheless, that the members of such corps, and all Volunteers put under such command shall be led by their own Commandant, and by their own officers under such command.
APPENDIX (A 3).
Law 5, 1876,-Mounted Police Law.
XIII-Employment of Force for Military Purposea.
34. THE Lieutenant-Governor may, in case of any war or other emergency, employ within, or beyond the Colony, any of the police raised under the provisions of this Law for the purpose of assisting in the defence of the Colony or otherwise, and may in such case place such police under the orders and directions of such persons as the Lieutenant- Governor shall appoint on their behalf.

APPENDIX (B).
Instructions to the Civil Authorities, and the management of the Civil Population. NOTHING in times of anxiety and trouble tends so much to establish confidence in
the public mind and to avoid unreasoning panic as the knowledge that system is at work, and that the public are kept informed of all that concerns them.
With this view the following Memoranda are prepared for the consideration of the municipal authorities in eveut of hostilities with a maritime Power, involving possible danger to the port of Durban.
Declaration of war to be followed by a Proclamation of the Mayor according to the
draft annexed-Appendix (B1).
The draft to be approved by the Mayor, and to be kept in reserve until wanted.
In order to increase the strength of the available defence, a public Notice to be also issued, inviting the burgesses to enrol themselves as members of the various Volunteer Corps and of other services-Appendix (B2).
The Rifle Association might well be asked to raise a company of marksmen (not under 20), to be attached to the Boyal Durban Volunteers, and to be called "Sharp- shooters," for the express purpose of protecting the shore-end of the cable.
Formal enrolment and uniform are necessary, in order to secure the rights of com- batants.
