THE Committee, assembled in accordance with instructions contained in Secret Circular dated Downing Street, November 18, 1886, beg to submit the following Report.
The Report has been prepared, following, as far as possible, the general outline of measures contained in the Memorandum of the Colonial Defence Committee forwarded with the letter above quoted.
The Committee have dealt seriatim with the several suggestions, as far as they seem applicable to this Colony, and in the order of the various paragraphs in the said Memorandum of Instruction..
Annexed to the Report are two appendices :-
(A.) The personnel now available in the Colony.
(B.) Instructions to the Civil Authorities, and the management of the civil population.
