Many thanks for your letter of the 250
February, asking for our views on the suggestion that, in view of the difficulties that are likely to arise during the passage
of Chinese troops through Hong Kong in the near future, Admiral Harcourt should remain as Civil Governor after the termination of
the military period, which is due to take
place at the end of this month. I am sorry for the delay in sending you this reply.
It may not

Sir Mark Young is still the Governor of
Hong Kong as

does not expire until September, 1946.
He
is completely recovered in health and there
