I enclose a copy of a minute I sent yesterday to Mr.Rowun, commenting on a minute from the Chiefs of staff to the Prime Minister. I feel that the point of vital importance now is to roach a final settlement of the date of hand-over from militur. to civil administration. It will be fatul if there is to be postponement now to leave an opening for further deferment to take place when the initial period of deluy has expired.
